Mọi tổ chức đều phải chịu áp lực để đáp ứng sự tăng trưởng theo cấp số nhân của nhu cầu về dung lượng lưu trữ tệp. Tuy nhiên, các cuộc khảo sát cho thấy rằng 60% dữ liệu trở lên trên bộ lưu trữ tier-1 ở trạng thái không hoạt động hoặc hiếm khi được sử dụng. Khái niệm phân cấp lưu trữ đã được biết đến nhiều. Tuy nhiên chưa được áp dụng rộng rãi trong quá khứ do nhiều hạn chế khác nhau. Các công nghệ lưu trữ mới hiện đã khắc phục được những hạn chế đó. Phân cấp trở thành một lựa chọn hấp dẫn để lấy lại dung lượng trên hệ thống lưu trữ tier-1 và giảm chi phí sao lưu và yêu cầu thời gian – thường dẫn đến tiết kiệm chi phí lưu trữ tệp tổng thể là 50%.
